Safety Check is for times you'd like someone to know if you've stopped answering: walking home, a first meeting, a long drive. You choose how often to check in. If you miss a check-in and then the reminders, the people you chose are told.
Barota tells your contacts. It doesn't contact emergency services for you, in any country.
Safety Check needs at least two emergency contacts who can be reached, so one missed notification is never the only one. You can have up to five.
You can have one check-in running at a time.
Tap I'm OK and the next one starts counting down.
If you miss one, you get a reminder. If you miss that too, you get a second reminder. If that one passes, your contacts are told, usually within 45 minutes of the check-in you missed. Nobody is told before then.
Your name, what you were doing if you said, when you last checked in, and where you said you'd be (or that no location was shared). They see the times in their own time zone.
While the alert is open, a contact can also see the emergency number for where you said you'd be, and call it from their own phone. If they do, you'll see that they did.
